Cabrio with no keys
 

I have have a 2000 VW Cabrio with no keys. To fix this problem I called out an automotive locksmith who was able to cut me a key but he couldn’t program it because the cluster was replaced and the current cluster does not match the vin number. I’m lost as to what my next steps should be to get this vehicle running and am hoping someone has a suggestion for me. Thanks
