Default Weber 32/36 carburetor issues 67 Beetle

Working on a 1967 Beetle with a Weber 32/36 DFAV. Carb has been cleaned thoroughly. Float has been adjusted to 41 mm from base to top of float hoping to stop it from loading up. This thing still puffs light black smoke and very gassy smelling. Purchased a re-jet kit hoping to get things figured out thinking it was over jetted, but nothing seems to make a difference. Unsure if the carb is the correct one to use on a Beetle. I've uploaded a drawing of the current jets that are in it. Any help figuring out what is going on would be appreciated.
