Default VW Beetle turbo fail?

Hi, I have a 2001 VW Beetle with a 1.8 Turbo engine. I noticed my car start to act funny when accelerating over about 30 mph. I noticed that the tachometer (I guess that's the one for the rpm?) would bounce when trying to hit the next gear. My dad took it to his friend who then said it was the turbo failing. It's been months now and it has gotten worse as 2 out of 3 accelerations from a complete stop don't accelerate like it should. It gets worse when you try to go too fast. I'm not purposely pushing it, but when you turn on a street that expects you to go 30 from a complete stop, you expect the car to pick up speed normally. This car feels like your not even pressing on the gas, and when you press too hard, it takes longer to actually kick in, which then gives a jerk of speed at the wrong times. Anyone else have this problem or know if it might be another problem?
