I have looked under every rock for a shop manual for my 2005 tdi beetle. Is this stuff national security?

No, its out there, but pricey still, same for my car, you can order it for about 80 bucks if you look hard enough. Im sure its on ebay somewhere
I bought one for the 99.5 to 02 (i believe) jetta/golf/gti and with consideration of the few upgrades and changes they made its worked out fine. You just need to be aware of the differences in models.
