71 beetle will not turn over, should be simple
 

This car has turned over before, i hooked up a battery that i know is good to it, checked the volts, turned the key on and all the normal lights come on. The I turn the key, and nothing. No hum, no clicking, no big click. I checked the volt meter while doing this, and there is only a one volt drop. That to me says there is no power being used by the starter, meaning that its not getting there.

My guess is that it is the solinoid. What do you all think.
