Default 2003 1.8t Beetle P0016 code

I need help. Car stripped the timing belt, bent 12 valves. I have it back together and I am getting P0016 code. The car has a very rough idle (about 600 rpm) but runs fine above an idle, great power. I know everyone will say that its not timed right. IT IS! Both the belt and the chain. The cam / crank sensors are not bad. It has a noise that sounds like chain rattle. Is it possible for the chain to stretch / wear to the point that the two cams get out of time when running. Can the chain tensioner have problems to cause this?
