2001 TDI Beetle keeps blowing headlight

2001 TDI Beetle keeps blowing headlight
Car keeps blowing driver side headlight low beam. Doesnt seem to be any moisture in the housing. Is this a common problem? What is the max voltage that should be at connector? Any help would be appreciated. Thanks
