Default 2000 Turbo Beetle

Getting ready to change the battery and I have a question about the fan continuing to run after car is shut down.

This is a Turbo Beetle and the fan continues to run for an average of 10 minutes after being shut down, is this normal with the Turbo models ?

Perhaps this is why the second battery is being replaced after only 33,000 miles on it

The Turbo Beetle has a sport suspension and an improved transmission. And yes, it does have more power.

i dont think its really a problem, depending on how much boost you are oushing, if you dont have an intercooler turbos generally run hotter so it is normal for the fan to go for a while yet

There's no specific RPM you should shift at. Just feel the car and feel what you need to do. If you need more power, rev it up a little, if you're just cruising around, shift when needed.
