2000 Beetle GLX Turbo - Fuse/Distribution Box Problem
 

Anyone seen anything like this? The area under the first fuse(30 amp) has burned all up. When looking at the top right of the pic, the very first top left big wire is getting hotter than hell when the car is running and burning up the area underneath it.

#1 Can anyone tell me what the 1st fuse(30 amp) is for ?

#2 Can anyone tell me what that first top left wire goes to ?

My A/C compressor is not kicking on and I'm wondering if this might be the problem.
