'01 Beetle horn switch failure
 

I hope someone can help and point me in the right direction.

My '01 Beetle's horn switch doesn't work. The fuse isn't blown and the horn "toots" when the doors are locked. Can't figure out what else to check.

The VW dealer says that there is a switch on the steering wheel that affects the horn and airbag and that has to be replaced.

Is this something that I can do myself or are there special tools/techniques needed that only the dealer can provide?

Its an old car and I want to avoid a big expense.

Any thoughts?
