88 fox startup problem

Hi, I have an 88 fox that almost starts up and turns over, but doesn't seem to be getting any fuel - it just chuggs dryly. I worked on the fuel pumps several years ago, and from what I recall both (the one in the tank and the main pump near the rear axle) are supposed to start when the key is turned halfway and the indicator lights come on, but I've listened and neither fuel pump is doing anything. That makes me think the problem must be electrical since I refuse to believe both pumps could just die at the same time. I replaced the fuse for the pumps and I still have the same problem. I have very little experience with the electrical system so I'm not sure where to start or look first to troubleshoot this further. Is it possible it could just be a faulty ground or a burnt out connection? Are both pumps on the same circuit? Any help much appreciated!
