AAA 2.0 tips on rebuilding strong block and head

I have a 97 Golf Jazz edition, and I am considering getting a lightly used >70,000 miles engine rebuilt. I have see used engines selling for around 400-500 dollars so I am planning on contacting a builder that will do a custom job for me. Ideally I would like to get the Block Balanced and Blueprinted, slight bore increase, performance pistons and rods, and I am open to any other tips on the Short Block, and maybe even changing the Compression Ratio, depending if i want to Force it or stick NA. For the head I would like to know what my options are for increasing the redline, are there any titanium valve sets or my question is how can i raise the redline up to 8-9k RPM.
These are my basic general questions about how to have the engine rebuilt. My ideal is to pay someone who is thoroughly experienced with building these engines for some time in giving advice and ask how much they would do the work for, and/or to have another reliable technician build the engine.
Or is there somewhere who builds performance engines that is erasable in price.
