Default White Foam on Oil Cap

Hello everyone. I unfortunately have something that appears to be a white lithium grease on my oil filler cap. The first thing I thought was head gasket, but I rubbed my finger through the 'foam' and it basically turned clear, there was no oil in what ever the 'foam' is. I'm thinking that it is condensation because I can pull the filler cap off and I see a small amount of steam rise out of the oil tank. Could it possibly be something other than the head\head gasket?

My car is a 1999 Jetta, 2.0L 4 cylinder, 5 speed manual transmission.

Please help, I'd love to keep this car around!

That's condensation and is pretty common with that type of engine. But that is most likely the crankcase valve causing that problem.
