Default Turbo Underboost Error P0299

I have a 2010 TDI Sportwagon and have had several times when Turbo Underboost Error code P0299 appears on my dashboard.
This mostly happens when I am at freeway speed and it causes a significant loss of power.
I can reset it as I am driving by turning off the ignition switch and quickly turn it back on.
I have been to several VW dealers and they can not pinpoint the problem.
All they say is that they can replace sensors one at a time until the error goes away. Has anyone else had this problem?
The car runs normally around town, but I am hesitant to drive it a long distance.

Thanks
