Default Only place to have a key cut is the dealer WTF

Are you kidding me. My son has a 2000 Jetta 2.0 and it came w/one key. So I purchased a blank w/a remote and was told a good lock smith could cut & program the key. I spoke to two who said yes they could cut the key but they need the pin from VW to program the key. VW or the two dealers in my area will not give out the pin and told me only they the dealership could cut & program a key at the tune of $104. WTF So now instead of 25 minutes at the local lock smith I have to make an appointment at VW to drop the car off and pick it up later in the day. Which means someone has to follow me to the dealer and drive me back.
