Fuel Pump Help

My 96 passat with a 4cyl 2.0l has a loud fuel pump whining coming from it...i just bought a new fuel pump today and filter and it is still making a loud whining?? Any suggestions or anyone have a similar problem??

all electric fuel pumps omit some sound...

you may also have a second fuel pump in the tank which may be the problem
