Default 96 jetta heater probs

I have a 96 jetta gl 2.0 auto trans. i bought the car recently and discovered the heater didnt work well. My wife owns the car and I was out of town, she said the water light was on. She put water in it and it just got cold enough to turn on the heater right after that. She complained that it wasnt very warm. I returned and fixed the water leak. I dont think there are any air bubbles in the cooling system, it seems to becirculating well, and all the blend doors seem to be working. On cold days the heater blows out almost cold, even after it is running for quite a while. If anyone has any ideas please let me know. Igo out of town alot for work and I need to get this fixed before my wife and my son freeze to death. Thanks for the help.
