Default 2000 Passat 1.8 turbo problems

Hey I just recently bought a 1.8 passat wagon. The guy made a fake receipt saying he replaced the turbo, timing belt, water pump and a few other things. I soon found this out after I had bought the car. I called the shop on the receipt and there was no shop by that name that exists. So I really got screwed over. I tried calling the guy back left him many messages but he won't answer or return my calls.

My problem is that blue smoke is coming out of the exhaust. It does it only when the car is warmed up completely and I have driven it for at least 10 miles. After that the smoke gets really bad and does it when the car is idling, is under acceleration, etc. I have come to the conclusion that my seals on my turbo are blown and oil is getting into the shaft causing it to burn. I need a way to get out of this the cheepest. What is the best site/place I could get a used turbo for a decent price? Would you recommend an aftermarket turbo/bigger turbo? Those tend to be cheaper. And would you recommend me doing this myself or should I let the shop handle it.

Cliff notes:
-When I was buying the car, I test drove it for a long time and let it idle for a long time too and I never saw any hint of blue smoke. The blue smoke started after I drove it for a longer period of time on the freeway.
-I took the inlet tube off and checked for shaft play but it seemed fine. Very little side to side play and no in an out at all. However, there was oil residue on the tube and in the tube.
-The "Emissions Workshop!" light comes on.

Any help of how I should go about this would great. Thank you in advance.

Do you have a code scanner?? If not, you could go to like... oreilly, napa or any local car parts store and they will usually scan your car for any codes for free. Does the turbo look new or old??
