Default 1997 Jetta GLS electrical problems!

So a few days ago I bought a '97 Jetta GLS.
Since I got it, I noticed a few problems with the power windows and power locks.

Problem #1. Windows won't go down! The only windows that DO go down are the Front Right hand side window and the Rear Left hand side window. The sunroof works perfectly. I don't hear a motor chugging or the windows shuddering when I press the button so I'm guessing it might be a fuse problem but I'd like some opinions on that first before I go messing around.

Problem #2. Power locks don't work AT ALL. When I turn the key on the outside of the door, I hear a motor turning but nothing happens. Same when I press the button on the panel under the radio....motor starts chugging but no movement on the locks. The alarm does work though. If I lock my door from the outside and someone else tries to open a door, the alarm goes off.

This, as I'm sure you all understand, is quite annoying. Are these problems that I can fix myself at home? Or should I save up some moniez and visit a mechanic?
Thanks!

It's prolly window tracks...my plastic clips on my passenger window broke off on the track and now my window won't go up or down. As for locks, that's electricla I would think. I have less than zero experience with locks and such, I usually let professionals deal with that. Fuse or elctrical is what I would think it would be.
