Default O2 Sensor I (Check Engine Light)

I intermitently experience a loss of power coupled a slight change of engine sound with on my MK III Golf. It started with an error code for the 2nd O2 sensor which i replaced. After a little over 100 miles, light came back on, this time error code pointed to the 1st sensor. I had that replaced also yet code reads "SIGNAL TOO LOW - INTERMITENT". I have had it reset a couple of times but after a 100 to 150 miles, same code comes on.

Can anyone advise me on what the problem might be. Car responds sluggishly whenever condition is in progress sometimes requiring me to floor gas pedal.

Thanks
