Default '02 Air Pump Problems

My daughter just bought an '02 Cabrio, CEL light on with a P0418 code. I have confirmed the following:
- Air pump runs when 12v applied directly
- Continuity test on fuse at relay indicates that it is good
- Relay activates with with 12v directly applied and has continuity between load terminals when activated.

I do not see power going to the relay. The car was started and run for a few seconds while diagnosis so I don't even know if I should have power there at the moment.

The pump does not run during cold start.

Any suggestions on cause or further diagnosis?

VAG Error Code: 16802
EOBD II Error Code: P0418

Fault Location:
Secondary Air Injection (AIR) Pump Relay (J299) 'A Circuit' - Circuit Malfunction/Circuit Low/Circuit High

Possible Cause:
Malfunction Indicator Lamp (MIL)(K83) active.
Engine hesitation.

Wiring/Connector(s).
Secondary air injection (AIR) pump relay (J229).
Engine Control Module (ECM).

Possible Solutions:
Check activation of Secondary Air Injection (AIR) Pump Relay (J299).
Use corrective action in GST Repair Manual for P2258.
See Electrical Wiring Diagrams.
Troubleshooting, and Component Locations.

When is the code detected?:
The Diagnostic Trouble Code (DTC) P0418 is detected the the AIR vacuum control solenoid circuit not operating as desired by the Powertrain Control Module (PCM).

Description:
An air pump is used on the vehicle to lower tail pipe emissions on start-up. The Powertrain Control Module (PCM) grounds the Air pump relay control circuit which energizes the Air pump. The Powertrain Control Module (PCM) also grounds the Air combination valve vacuum control solenoid circuit, which energizes the Air vacuum control solenoid. Vacuum is then applied to both Air combination valve diaphragms which opens the shut off valves. The Powertrain Control Module (PCM) enables both circuits simultaneously when Air system operations id desired. When the AIR system is active, then Air pump forces fresh air into the exhaust stream in order to accelerate catalyst operation. The AIR combination valves replace the conventional check valves. When the AIR system is inactive the shut off valves prevent air flow in either direction.

Thanks Keith for the info. That gives me some information to go on.

I'm flying blind here since I don't have a manual for the car. I was wondering what anyone thought of Mitchell1 on-line resources?

I know everyone likes Bentley but I found the manual for my E46 lacking.

My suggestions?

You don't say where you live but you can get Haynes manuals https://haynes.co.uk/catalog/search/...wagen%2BCabrio

I have a couple of PDF manuals for Bentley-Volkswagen Jetta, Golf, GTI MK4 Service Manual-1999-2005, 1984 page and Bentley VW Jetta Golf GTI 1999-05 (Service Manual) 4954 page if you want to PM me with your email address?
