Default What is wrong with my '71 Super Beetle

I have a 1971 Super Beetle that has lived in the south it's whole life. The engine is not original and was not installed by a professional close to twenty? years ago and hadnt run until recently. But it doesnt idle. It has a Pict 34 carburetor that I have disassembled over three times and used the same number of cans of carb cleaner on. I have replaced the gaskets between the halves of the carb and where the bottom half meets the engine. All flow adjustments on the carb are set on factory settings. There is a crack in the metal around the intake manifold that my father spread blue silicon on to check for a vacuum leak, but there wasnt one we could find. The oil bath air filter is installed.
