Thumbs down Clear coat problems

I have a 2013 VW Passat TDi that I bought brand new. We' have just turned over 30K miles, and We get a good 44 mpg, and love the wY they car performs. What we are not happy with is that the clear coat is peeling, and VW claims its rock chips. I have owned a lot of cars in my over 50 years of driving, and they all have received rock Chios at some point, but I have never had clear coat peel off like is happening with this vehicle. The paint is even and nice underneath, but the clear coat is peeling back more and more daily. What was about the size of a quarter two weeks ago is now the size of a 3x5 note card. ( And to me, a quarter sized peeling spot isn't a rock chip.) other spots are now starting to peel on the side of the front fender. VW refuses to do anything about this, and I went from the dealership service manager, to dealership manager, to the regional service manager, all of whom declined to do anything. If anyone has any idea where I can go from here, please advise me. Otherwise, I guess this is just a warning for others thatVW does not stand behind its product.

You don't say where you live but I would contact VW customer services to see what they say.
